Liven's take

The Blue Potion restores 200 MP per use. It sits in the middle of the MP-restoration hierarchy: below Mana Elixir (300 MP), above the basic Mana Potion (100 MP). For most Magicians in the level 20-40 range, Blue Potions are the primary MP source during training.

Who needs this: primarily Magicians (Fire Arrow at max level costs ~15 MP per cast, and you'll cast thousands per training session). Also useful for Warriors maintaining Rush / Booster uptime, Bowmen keeping Soul Arrow active, and Thieves using Haste or Drain.

How to acquire: Blue Potions drop from many mid-tier mobs (Wild Boar, Curse Eye, Zombie Mushroom). They're also sold at every town's potion NPC for ~110 mesos each. The 10x Blue Potion reward from Talking to Stan is a significant early-game bulk grant - 2,000 MP of restoration for zero investment.
