I have my doubts about whether Mong from Kong truly knows anything - but he keeps insisting he needs specific ingredients to craft the Special Stirge Phobia Cure. Eventually the cure IS crafted, and I deliver it to the intended patient.

Mong from Kong's Stirge Phobia Cure is the L17 Kerning citizenship arc. Stirges are the bat-mob variants that hang around Kerning's subway tunnels - their phobia is a real in-world concern for Kerning residents.

506138 - Making the Medicine. Mong from Kong claims to know a cure. Gather ingredients. Rewards 10 Blue Potions.
506139 - The Final Ingredient for the Cure. Mong needs one more specific ingredient. EXP + mesos only.
506141 - It's All in the Mind. Mong has finally crafted the Special Stirge Phobia Cure. Deliver it. Rewards RANDOM Pet Equipment Scroll.

Note the ID gap: quest 506140 exists but is by a different NPC (likely the phobia patient receiving the cure - the "delivery target" quest step). This chain's 3 quests are Mong-side; the delivery-target side is separate.

This is Classic MapleStory's earliest documented Pet Equipment Scroll source. Pet Equipment Scrolls target pet accessories:
