I ran into Blackbull again, the guy whose house I'd helped
fix before. He was surprised at how much I'd grown. Now
he's building a brand new house - an upgrade from the
patch-job we did at L11.

continuation quest. He was L11 in
Fixing
Blackbull's House where you rebuilt his damaged
home. Now at L48, he's outgrown the fix-up job and is
building a proper new house from scratch.
Character growth signal
The datamine dialogue explicitly notes Blackbull is
"surprised at how much you'd grown." This is a
Classic World pattern - NPCs remember you and
comment on your progression. Compare to:
